A total of 16 teams from around the world will compete at the FIVB Volleyball Men’s U21 World Championship.
As per the FIVB sports regulations, the number of spots awarded by the FIVB for each Confederation for the next World Championships is as follows:

Note: minimum 8 teams (or 50%) in qualification process. If not fulfilling the requirements, one out of the two vacancies of the Confederation concerned will be distributed according to the World Ranking (as of January 1, 2015).
Qualification Process
According to the above criteria the host country automatically qualified for the event.
The 15 vacancies were determined through qualifying tournaments held within the five FIVB Confederations (AVC, CAVB, CEV, CSV and NORCECA) and the World Ranking (as of January 1, 2015).
